If I don't get accepted into University, what can I do next year to raise my chances on being accepted?

Take community college classes and do well so that you can transfer.

A lot of whether you are accepted or not depends upon who else applies in a particular year, so there isn't terribly much you can do to control for that from one year to another. What might help would be to spend the year in the interim doing something interesting, rather than just getting a job and biding your time.
