Neither my English nor French dictionaries mention the word. What is the context in which you heard the word? You can't hear properly what is not spoken properly.

Sacre bleu, it refers to the Virgin Mary (who wore blue), and means "sacred blue"

Do you mean "Secular"? If so, it means worldly and not spiritual - non-religious.
