when it comes to political science...what's the difference in a bachelor of science and a bachelor of arts?

The traditional model is:

The BA is 90% liberal arts material with a major in the liberal arts (which Political Science is).

The BS is 70% liberal arts material with a major in any field including the "applied professional" fields or liberal arts.

The language thing is actually exactly the distinction at some schools - the BA requires foreign language and the BS requires stats and higher math.

The real difference varies from school to school and the only way to know for sure is to compare the course requirements. Out in "the world" - there is generally no distinction between a BA and a BS.
