I can understand your dilemma but unfortunately I do not think you have any avenue of defense. All you can do is politely ask the neighbor if they can fix the oil leak problem because it now is effecting your space..

Maybe you should get a hobby instead of worrying about everything little thing that is not your problem. You are going to drive yourself nuts nitpicking like that. Stress is bad for your health why create stress over nothing.
Ever seen how much oil is in a parking lot? A lot of cars and trucks leak oil.

When I lived in an association neighborhood, any oil stains would be a fifty dollar fine, until finished, by the day. But, this was an association.
In a private street, I don't really know what you can do, hope for his car to die.

over reacting!!! it's his vehicle on his property, why are you worried bout it??? if your concerned, then why dont you offer to spend the big $$$ to get it fixed, your the only one worried about it. who cares
