I believe it should to provide a vapor barrier but I just want to make sure.

Your right the paper side should face upward against the floor,found this for you ,It's pretty cool,go to ,www.jmhomeowner.com/insulation/install.asp

Yes. the vapor barrier, or paper, should always face the heated (or cooled) area. face the inside on exterior walls, face the ceiling of the room, and face the floor from the basement or crawl space.

No the paper faces down towards the basement. It acts as an insulation shield from the outside influence - namely the basement air and dampness. Same as when its' applied to the underside of siding - paper side out toward the wall that is facing the elements.

the paper is suppose to face the area thats being insulated, read the directions,

NO the paper faces the floor below or it will do nothing. Plus it is how you staple it to the floor joists above.

the paper should face the floor.it is there to protect your lungs when your putting it up a lot of insillion stuff is made of find fibre,fibre glass and you must protect your face,nose and eyes from any debris that fall be safe not sorry
