This is a term that can be applied to anyone who acts in a more than unacceptable fashion.
A "hoodlum" is;
A person who acts mean, sometimes violent.
A person who is in every sense of the word "anti-social".

i don't think so i often hear that word associated with privileged white kids (usually the type that skate and loiter lol) I don't really see it as a race specific it just refers to troubled youth in general not just blacks or gang bangers.
