maybe start with the make and model......
doesnt sound like its getting enough spark, loading up on fuel

More specifics would help. You could try stepping on the gas pedal to the floor and holding it there until it starts then ease off some on the gas pedal, but don't let it all the way up - see if it will clear out. Sounds like too much fuel.

Sounds like the engine is getting too much fuel and flooding the engine. You might try holding the accelerator to the floor and cranking it, it may get rid of the excess gas and fire up.

Are you sure it's black or blue smoke, makes a big difference. Black smoke mean incomplete fuel combustion. Some causes are: running too rich, dirty air filter, ignition timing is off, choke problem, dirty carb, emissions problem.
