I like both names but not together. I'm not crazy about how the vowel sound at the end of Barbara and at the beginning of Eugenia fit together. With both having the ah sound at the end, it sounds a bit too sing-song.
Eugenia is kind of Eastern European sounding and it's a bit different, but in a good way. Something a bit less flowing for a first name would fit better. I'm not suggesting the name Susan, but listen to how it fits better as a first name to Eugenia.

Barbara is a little dated. She would be nicknamed Barb, which sounds like an accountant or Barbie, which is negative in itself. I like it though, it sounds nice.
Eugenia is a nice middle name.

Why would you want to name a little girl Barbara in this day and age when there are so many pretty girls names around? Sorry, not a good name. I agree with the others, too old!

For anyone who doesn't know, Eugenia is a Spanish name. Pronounced U-Gene-ee-a
I think the name flows well, It's very pretty as well.
My favorite Spanish names are Lilliana and Sofia.
