f(-3) means you will substitute x for -3; f(-3) - 2 means you will subtract two from that answer:

f(x) = -3x-2 --- Given
f(-3) = -3(-3) -2 = 7 --- Replace x with -3
f(-3)-2 = 7-2 = 5

f (-3) = -3(-3) - 2=7
f(-3)-2 would be 7-2=5
