You definitely would have to impeach and send both Bush and Cheney at the same time, otherwise they would pardon anyone in their administration, including each other. It truly would be pointless to try to put away anyone else away for this reason. It's a catch twenty two and they got ya either way if you don't get 'em both at the same time.
