There's a bloke on Pimp my ride who calls everyone dog, I think he means it as some sort of cool alternative to the ever popular "mate" that we have in the UK.
It depends on what context it is meant, If it was aimed at a girl I think I would be offended. It tends to mean someone who is not very pretty.

I once had a softball coach on a beer league call me
a stuck up female dog b itch as I was at bat
I got so mad and yelled back
"hey I've been called b itch by better than you"
everyone cheered.....

The best thing you can do when somebody calls you names like that is ignore them. If you come back at them you're just stooping to there level.

i'd look towards the moon and howl...woo whoo whooooooooooooooooooo, scratch my hand into a claw and pretend to hook their face... turn around and skid up my heels throwing turf in their eye before walking off satisfied lol

It depends on how they said it - if they said, "hey wassup dog" I wouldn't mind, but otherwise if it was mean I'd just ignore them and walk away.
