With no offense meant to the "estimator" Contractors would look for other lines of work, if that was a DICTATED fee they could charge.
It's a days labor at least @ 8 hrs. @ $40 per hour; at least. Beyond that I'd expect to have at least 10% count for waste.

If your pricing by the foot dimensions would have helped 3 1/4 is about 1.10 a foot. Stain grade 7 1/4 about 3.80ft. shoe or quarter round flat .45 ft of course region dependent.

I would go with someone that charges by the foot, not by the hour. I would charge about $1.25/ft for the easy stuff and about $4.00/ft for the harder stuff. This is for labor only.

I would charge $40.00 per hour plus material unless you have the molding, then the price would still be $40.00 per hour, plus travel time unless you lived real close.
