I can see why almost everyone votes for the Silver Surfer but the SS and The Hulk have fought before in a planet called Sakaar, and hulk almost killed the silver surfer with a few punches, plus the silver surfer gets his powers from his board.

Silver Surfer
First let me clear something up. The Silver Surfer DOES NOT GET HIS POWERS FROM HIS BOARD.
This is a stupid plot line that arose from the movie.The SS can control his board when he is not in physical contact with it, he can disassemble it and reassemble it at will, as well as being able to create a new one if needed.
Also, when they fought during Planet Hulk they were both weaker than they normally were, the SS more so than the Hulk. The SS was far from his peak.
The current World War Hulk incarnation can defeat just about anyone but the Silver Surfer is not one of them.
Barring any Plot-Induced-Stupidity or Character-Induced-Stupidity the Surfer takes this easily. He has an enormous range of powers.
His baseline strength is the same as the baseline Hulk's. The Hulk gets stronger the madder he gets, likewise the Surfer can augment his strength with the power cosmic.
He can phase through matter, so if he doesn't want to the Hulk can't hit him.
Also, it has been canonically stated, at their first meeting in Hulk #464 I believe, that the Surfer can cure Banner and was in fact about to when the Hulk attacked him so the Surfer left him to continue on as the Hulk.
The Silver Surfer can project energy beams powerful enough to destroy a planet.
He can alter matter on a subatomic level, he could turn the Hulk into solid gold if he wanted or cotton candy. He can also disintegrate matter.

The Hulk for sure. I LOVE Eric Bana, who played the Hulk in the 2003 film. (I think it was 2003) Anyways, bad movie, good actor. & I say the Hulk, more -overall- strength and anger, which is an amazing drive.
