May be a faulty controller or 360. If its not the battery then it has to be a faulty internal part. Buy another controller and see if it works if it doesn't then return it, and send the 360 in to get it replaced. More obvious solutions are... controller is not charged, batteries have die due to extended use, you are too far away from 360..

I had this problem with my rechargeable batteries for my controllers not long ago. It ended up that the battery was fine, but the charger wasn't re-supplying current properly and the batteries weren't charged at all even when the charger said they were.
If you're using a AA battery case with brand new batteries and you're in good range for your 360, there may be a problem with the current delivery. As in, the charge from the battery for some reason isn't being delivered to the controller. If that's the case, most likely you will have to just buy a new one.

It could mean 2 things:
A. Your standing to far away from the console
or
B. Your controller needs to be charged, if you have a play and charge kit now would be a good time to use it.
