Y is my penis so small? im only 1.5in limp and 4.5in erect. what determins size?

If you are a teen, it will probably get bigger. If you are already an adult, that is plenty big enough to satisfy a woman. Any more is just to look at; it makes no difference in function.
Why? Heredity. Your genes determine the size of your ears and toes and penis as well as the color of your eyes and whether or not you can wiggle your ears.

Size & hereditary. If your Dads' is small, yours probably will be, too. Be patient. As you go through puberty, it will grow. It's not about size, but knowing how to use it.

is more likely to be genetics and as u get older it will grow more likely in ur teens.
