You need at least to know (1) some html and (2) the FTP info to store the file...I hope you do!

Use the FTP info to fetch down and html file. Insert into the html file a sentence (like

You'd probably like to read my pdf file

)

Then, use the FTP info to load that file back up to replace the one that was there (remember to load the pdf file, too, of course!). Then when someone clicks the word "pdf" in that sentence they'll plop into the pdf file. (Note I've inserted extra spaces into the html tags for Yahoo!'s sake!)

You put the PDF file on your site the same way you'd put any other file there.

And I agree with the others who have asked: what kind of webmaster isn't reachable? That's ridiculous.

Upload the PDF file somewhere.

http://www.filedropzone.com/ is a fast site. Give your webmaster the URL, and she will put it up.
