A matter of custom, not law. If the first of the month is on a weekend, it is legally the first regular working day. So Monday would be fine as far as the law is concerned.

The check can still be dated the 2nd or the 17th, even if that is a Sunday. If you try to cash it before the date on the check the bank can refuse it as a post-dated check. In reality, they probably wouldn't. The companies I have worked for which paid once or twice a month instead of weekly or bi-weekly usually handed out checks on Friday or Saturday at the end of the day.

At my last job, our company always paid on the 1st and the 16th. If payday fell on a weekend, we always got our checks on the previous Friday. I only worked 3 days a week, and I was off on Fridays. On those occasions, our HR person would always give me my check on Thursday afternoon before I left.
I don't know if there is a law about any of this or not. I think it's just what our company did.

I am not sure if there is any particular law that pertains to this, but the usual business practice is if payday falls on Saturday, you get paid on Friday, if it falls on Sunday, you get paid on Monday, if it falls on a Holiday, you get paid the next business day.
