The texture appears to be damage. The picture is small but I'd venture it's a fingerprint or tape residue.

The texture was done out side the mint. The texture is over a coin with wear. If a rag or something got caught between the die, part of the image would be gone without texture and also lets say it was a light rag, the under surface would have no wear. I find no listing for this type of coin as a mint error only as a damaged coin. People have been fooling with coins for a good many years.

it may might desire to be in pristine condition to get something over a penny for it, from a coin collector. did you recognize that a penny at present value 4.5 cents to make? that's why the government is making an attempt to do away with the little penny.

this coin is nothing special...... it looks like a regular old penny to me. its not from any special mint or time.

I agree the texture was more than likely post production and doesn't raise its value at all.

sorry. Its barely old, and thats about it.

enjoy!

sending a better resolution picture might change things. sometimes small indentions can tell us more about the coin.
