Depends on which circumstances and what flag.

If you mean the desecration of the U.S.flag by intentionally throwing it on the ground, as a veteran I would do my best to save it. The last time I had to do that I accidentally bumped into the person who threw it on the ground and broke both his arms and knocked out three teeth. That caused bruising on my hands so I filed assault charges against him.

If a flag touches the ground accidentally, it should be retired and replaced with a new one.
