Read books, and use a dictionary to get definitions of words you aren't sure of. Practicing reading aloud. And practice speaking in front of a mirror.

I recommend a book called "Hartrampf's Vocabulary Builder". It is similar to, but better than, a thesaurus. Look it up on Amazon.com to see what it's all about. I got lucky and found a copy for $0.50 at a library sale.
If you want to become more articulate, then keep a mental note of the subjects or areas of conversation that give you trouble and leave you at a loss for words. Look up a word related to the idea that you are struggling to express. You should then be able to find just the right word or words that you need.
This is superior to merely looking up random vocabulary words because you will be looking up words out of necessity. The "need to know" will motivate you to remember the words since you will begin using them right away out of necessity. Just looking up random words results in you forgetting most of them because you often don't really need those words. For every word that you look up, ensure that you look up as many related words as you can. Isolated facts are not as easily remembered as those that you link to other, related information.

I agree with Genny. Toastmasters is the most inexpensive and effective way to improve your speaking skills. You get as much practice as you want, and you get constructive evaluations of your performances. And even better, you meet positive, supportive people who are working on the same thing you're working on. Good luck.
