Because the atm machines are mass-produced, the drive-through atm's end up with the same stuff as the walk up ones.
Plus, they may be trying to avoid a law-suit from someone who tries to use the atm from the back seat.

A blind person could lean over the driver and do his own ATM stuff because he doesn't want to give out his PIN number.

Because a blind person just MAY be in the car with the driver [true] and they must by law make all public services available to the blind.

One of life's little idiosyncracies. I think they do it just to make us ask why do they do that? lol But that is right, because a blind person might just use it and it has to be handicapped accessible.
