You switch a white light out with it, and it makes the strand of lights blink.

Usually there is a fuse bulb included in the spares. This may be it. Check the instructions on the packaging. Or else try it out and see what happens! They could flicker, blink or just stay on. What an exciting time of year Xmas is!

If you remove a colored bulb and replace it with the white one with the red tip, the whole string will flash

by installing them nearest to the end that plugs to the wall, it will make the entire string of lights blink.

If you replace a normal bulb with that one they will blink on and off.

there for if 1 of your other bulbs brake u u can replace it... oh and it mite make the ligts blink if u put the bulb near the begining
