No~! Cable Modem are for signals feed by a dedicated line from your service provider, such as Comcast, AT&T, etc..
If you lose power at home? Depends if you have an APC to back you up..If you lose power in the area, in general, it all will go down..
Good rule of thumb is...if you have the TV working (signal from the cable company) then good chance your cable will be there as well.. I said a good chance..:)

Cable depends on your cable company. I have been with one company that had cable downstream and my upstream was through dialup - but that was LONG ago but I am sure some places may still have it.
You need to ask the cable company to be 100% sure.
Most companies I have been with now are 100% cable and do not require a phone line.
Unless you have a UPS in which your cable modem and all other computer equipment is plugged in to, then you're going to be down.
If you buy a UPS don't just rush out and get the cheapest.
You need to figure out how much power your system needs and then for how long. Don't expect to be online with a UPS all night. minutes to an hour (in most home user situations unless there is a generator involved or one really big UPS)

Cable broadband does not need a phone line. You use a cable modem which requires power, but since power also stops the computer that should not be too much of a problem.

okay,
the cable modem does NOT need a telephone line to operate as a computer modem for high speed internet.
dial up and cable are two separate critters and are independent of each other.
when the power goes out so does the power to your cable modem, unless you have a battery back up to power it, and then it is limited, however when the power does come back on, it will automatically reset and reconnect

cable does not need a phone line, it needs cable modem and cable wire. DSL and dial-up need phone line. Of course, when the power goes out, anything electrical goes off too!

No you don't need a phone line and if the power goes out then it goes out, what can you do? Get a power converter this will keep you going after the lights have gone out..

I have the same cable for TV and Earthlink/Road Runner, and it needs no phone line. If the power goes out, so does everything else.

it needs ur phone line to access the net,but only at first because you can be on the phone at the same time. nothing happens when the power goes out. you might need to worry more about when a thunderstorm hits as far as connection.
you MIGHT need to restart your modem after a black out. other than that, its fine.
