i know a person who has a adult disabled child who collects ssi every month and collected $17,000 in child support since 2004 and never reported the money to social security or spent the child support funds per the court order and actually spent the money on herself is this a crime to divert funds intended for her son

If she is the legal guardian or SS payee she will have to account to social security for how the funds were spent. If she gets caught as having unreported income, they can withold SS up to that amount. This will only hurt the child who should be receiving this. You can certainly report her for fraud since she is misusing tax payers money but ultimate the person who will suffer is the disabled child when the money is cut off or she is prosecuted.
