Each group (Shining Path, Al-Qaeda, etc) needs a slightly different focus.
First, we have to target their "friends" People who give them aid and comfort. We need to portray them as detrimental to their cause.
This will allow us to get locals who are interested in ridding themselves of these terrorists. They will provide information and we can have a strike to capture these people.
Terrorists can never be "out" They live a furtive life and can only succeed where they have some sort of safe haven to regroup, train, and plan. We must deny this to our enemies.

I would completely stop meddling in their affairs. No US military personnel would ever set foot on their soil. I would sever all diplomatic ties with them. No more aid, no more influence peddling. Then, if ever attacked, I would carpet-bomb them into extinction.

First, understand why there is terrorism. Could our foreign policy have anything to do with it? If not, then proceed to protect ourselves here. Understand history before you begin making decisions.

i would stop threatening middle Eastern nations. promote tolerance and economic growth in middle Eastern countries and pull out US bases out of foreign countries.

It would be more tolerant toward eastern countries and stop invading them. Seriously, no contry ever (no exceptions) has ever won a guerrilla war with violence and force.
