Also because if you make the penalty for a sex crime close enough to the penalty for murder, rapists will simply kill their victims so that they can't testify against them - There's nothing to lose if it's life in prison, or death, for both crimes, and the lack of a victim makes it harder to catch the perp.

bc there is not enough space for criminals to remain behind bars forever. bc our laws do not provide life sentences for them. bc in our society, once you pay your dues, you are released into freedom.
