Ions are charged because atoms or groups of atoms have gained or lost electrons. And since electrons are charged particles, that is why the ions are positively or negatively charged.

When an atom loses electron(s) (negative charge), there are then more protons (positive charges), the atom becomes a positively charged 'Cation' .
The gaining of Electrons has the opposite result in that the atom has more electrons than protons and becomes a negatively charged 'Anion'.
