Yes, they work in Santa's sweatshop 18 hrs a day, they are not paid, are forced to eat Mrs Claus' cooking, and they clean up reindeer poop in their spare time-
Unfortunately the laws in the NP does not condemn these practices and Santa has diplomatic immunity everywhere else so there is no way to help them.

Do Santa's elves have harsh living conditions? Probably not. Remember at one time Santa was refered to as an elf himself.
"He was chubby and plump, a right jolly old elf,
And I laughed when I saw him, in spite of myself;"
More over, Santa's village would be as much about keeping the elves happy as making toys. Happy elves will be the best for toy making as they will put as much love as Santa himself into making the toys. And those toys will then be very special and bring joy to those who recieve them. If the elves are unhappy, then that something special will be missing from the toys.

I would say yes. All those toys... those elves have got to be pulling long hours. Also I'm sure they don't have to follow the rules and give them breaks.
