Well, in NY, there are driver's licenses and non-driver's ID's. Both are issued by the DMV. Obviously, if you are one (A driver or non-driver), you cannot be the other. They both serve as an official government issued ID, so if you have one, there would be no need for the other.

You heard wrong unless I am missing something in your state. Even if you owe money to DMV or under suspension in ever state that I have ever lived in you can still get a state ID. To do therwise would make no sense and somebody would have taken issue with it at some point.

95% of people would be dead in the water w. no ID. No bank, no cashing checks, no leasing a house, no changing jobs, no nothing. Then what happens when you have to reapply for a license later as you need a picture ID. If someone say it is illegal they are wrong and if one needed ID one could get it with some calling and such.

That is why it is always good to have a passport. Many think "I don't need one" but it is well worth the investment.

For as far as I know it is okay to have and carry two ids in the state on IL. I carry an ID and DL on me at all times, you never know when "you need two forms of picture id" will come up.

Because there is no reason to have both. They both are an ID. You only need one.
