You bet. composted manure and fish emulsion are favorites of roses. It's pretty much the only fertilizers I use on my roses and they are beautiful and healthy.

Providing that it is well composted then yes. Fresh manure will burn the plants.
Ensure that you do not cover the centre of the rose bushes or you could encourage rot in the crown.

Roses love cow manure and cow manure will not burn plants, chicken manure is very hot and some others also but not cow.
