If you're just looking to get on the Internet, then you can find an older used PC for very little money. Check local classifieds.

some sort of cheap desktop would do the trick. Laptops are good for portability, but they cost $100 to $200 more then the desktops.

any cheap desktop computer will do. you just need to pay for internet services.
