I used paypal for ebay and had impeccable feedback of over 300. .Unfortunately someone in the house got their paypal account shut down and because we have the same address they suspended mine, I did talk to someone at the time, but there was nothing they could do. This was a couple of years ago, and I've since been without an account. Can I reapply? If my partner opened a paypal account would they stop his too as he is at the same address.
BTW the person has now moved out...

Paypal probably did what they did as a security measure. If you did not get any success from Paypal (and you won't because they are crap!) then a more appropriate course of action would simply be to re-apply.

If you have trouble again and are based in the UK then I suggest you take the matter to the FSA who govern Paypal as an online payment system. They should be able to get to the bottom of things.

Paypal probably has the account linked to the USP -- the internet 'address' of the computer you are using.

If you had used a joint checking account, or the same back-up funding source credit-card, that's why they had you tied together.

PayPal doesn't monitor your eBay feedback, either -- because transactions where payment is made by money order or another method don't go thru PayPal.

You lose nothing by re-applying.

PayPal is a private business, and they can do business - or not - with whom they choose.

You can 'try' opening a new account, it might go through it might not. There's no legal issue here.
