Are buffalo considered an exotic animal, in Texas?

Yes they are because buffalo are found only in Asia and Africa.

However if you meant to say bison, then no, not really. They do not roam wild in Texas but they are found in the US.

No. Bison historically occurred throughout the Great Plains which includes Texas.
