Because you said you took time to warm up to people, he responded that he's getting a heat rash because you are already wamed up to him
Get it? He made a play on Your Words. You said "wam up"
so he said, well I'm getting a heat rash from you now, which means..
Well babe, you seem pretty warmed up to me NOW.
You probably are hot and all, but he meant it like that....ask him. Id on't think the others really read what you wrote.

Ordinarily, I wouldn't have answered a question like this, especially in the philosophy section. But after reading the answers and seeing that ALMOST EVERONE that answered didn't even think about what the statement actually meant, I had to speak up.
The statement means, after you saying it takes time for you to warm up to people, that he was under the impression that you had, in fact, warmed up to him, because of the vibe that he was getting from you, and that he felt it was fairly intense.
Anyone that read anything else into that statement was apparently thinking with something other than a brain. I really have a problem with people who answer a question without thinking, without reason, and especially just to get a measly 2 points just because the question is simple enough for them to answer.
[edit] Maybe that's why so many relationships fail. People don't think beyond their pants.
[2nd edit] 'Hi', I apologize to you for ranting in your question. But it gets very boring watching so many people acting like cattle simply because they have nothing better to do and no concrete thoughts to occupy their minds.

Hey, This means he does not understand how your are feeling basically. He is confused if you like him or not, or in his mind at least he is not sure. And saying he is getting a heat rash just means he is a mixture of nervous/anxious/curious and just wants a straight answer from you. Good luck!!!!

If he says he's getting a heat rash, that means HE'S hot, and if it's from YOU, then YOU make him hot.
Not sure what you are talking about when you talk to him, but you get him all hot and bothered evidently lol.
I'd say a 'heat rash' is a bit past the 'warm fuzzies' lol

Well that's means he's in heat everytime he see's you, kidding aside.
Literally, sorry for the term but that means his organ pe*** might be getting a rashes because/for the reason of it scratches from his underwear or pants maybe due to erection. Speaking as a man it also happen to me.
He's getting a hard-on everytime he saw you.

Boy, you've got me...
Only thing I can think of is he's fishing for some way of saying he thinks you're "hot".
Rather than guessing, it might be easier to just go ask - "When you said heat rash, what did you mean? I'm just curious."

It can mean two things, but the negative one's a stretch so seek out other signs...
Positive: He not only thinks you're hot, he likes you a looooot (which is to say "on a very personal level".)
Negative: He thinks it didn't take that very long for you to warm up to him at all! But he likes it that that it happened like that anyway.
Either way, it's flirtatious so that's your answer.

Simple
'Im getting a heat rash from you'
Translates to
talking with you is making me feel hot and tingly
Translates to
I want to share this feeling with you because I think you can understand it
which means
you know! he likes you and hopes you like him

He obviously likes your chats and by you saying that it takes time to warm up to people, he thinks that you are quite warm to him already. Obviously he likes you in one way or another, but greatly enjoys talking to you.

Go, Gee! Wooo hooo.
I was scrolling through reading the answers and I too was floored. I kept wondering... well, it doesn't really matter what I was wondering.
To answer the question, so as not to get a violation (again), let me say that I have to agree with Gee. It seems he thinks you have really gotten comfortable with him. :)
