Not clear But when I lived in Dorset we had some large window that I put plastic over the whole window one could tell which way the wind was blowing as to weather the plastic was up against the window or ballooned out I would say in side the weather will not tear it as it would outside

The plastic should go on the inside. This way to you can make sure that it won't tear cause by winds or something coming in contact with it ; snow, hail or tree branch.

INSIDE... heat will naturally seek out the cold. Therefore, plastic inside will cut down heat loss as well as the cold entering.

outside cause plastic can take extreme weather and it allows your window not to fogged up as much plus it can also condensation from dripping inside

I have seen either attempts
but inside works best but you replace them each year
violent storms can eliminate simple outside films

inside, then you can put a boarder of card board around it also to help in the insulation of the window.
