That's a bit too invasive for me. To prevent possible ID fraud, get a procedure that can possibly kill me or render me a vegetable. Not a good risk/reward ratio.

no, for two reasons one I like my privacy and don't like having foreign things in my brain (aren't there enough metals in the enviroment?), two how can I trust those who adminster it all to be honest and integrity keepers of the info and not use it later on to invade privacy spy on what is said or thought, frame me up or whatever?
