I have an electric Karcher 1400 psi and about 1.5 gpm.

It is just about right for driveways and decks.

There is nothing unsafe about the electric models. They have ground fault protection built into the plug so there is no chance of anyone getting hurt from an electrical short.

I have a 2 story house and need to knock spider webs off from as much as 30 feet up. Will a machine with 2700 PSI do the job?

I do not recommend any electrical item connected that has water attached to it. Even if everyone says it is OK. I would recommend to go to home depot or Lowe's and ask in the paint department what gas type they would recommend for a home owner. A few more dollars is well worth the long term investment on the machine. Look for one that has a B&S engine or a Honda Engine. OHV is the best.

I have one that's 1300 psi and works great on the driveway. It's electric powered.

Edit: I think it's about 1.6 gpm
and the brand is Karcher (I think I spelled that right)
It is also equipped with a GROUND FAULT PLUG for electrical safety!!!!!

I wouldnt buy one of them plastic cheap archers, or any electric one at all.. they are notorius for breaking down.. get a gas one and preferably with a ohc engin(overhead cam), not one that looks like a regular lawn mower engine..
