I see that we have another flame war underway, so I will offer some common sense to this forum.
It is nearly impossible to determine if "most" Americans think George Bush is an idiot. It would be quite difficult to poll 300 million plus Americans, which is the only way you will ever get an accurate figure. Since I believe that you are sincere in your question, and not trying to start a flame war, I will explain why there is such hate on one side, and support on the other.
First off, the war in Iraq has been, and will likely always be the president's legacy. It has been said that the Bush lied to congress, and America as a whole, in an effort to go to war with Iraq. There may be a bit of truth to this, but the reality is that the president never uddered a single word to congress that was not told to him by his advisors and the intelligence agencies. I don't believe the president is guilty of lying with the intent of starting a war, but rather guilty of not taking all points of view into account before making a hasty decision.
The president's biggest mistake, in my opinion, was going to war in Iraq before completing the objective in Afghanistan. If there were ever a reason to dedicate 170,000 American troops to a war, Afghanistan would be it. Bush had the support of nearly every U.N. nation to retaliate for the cowardly acts committed on 9/11, but failed to earn the same support for Iraq. It seems to me that it would have been wise to prove his case against Saddam first, just like Kennedy did against the Soviet Union after there build-up in Cuba.
Unfortunately, the war in Iraq has overshadowed, to a point anyway, a number of incredible failures in the Bush administration. He has done nothing to stem the flow of illegal (criminal) immigration, and has in fact reversed any effort to prevent these crimes. He has supported a major increase in outsourcing, done little to improve American quality of life, and been at the center of reducing the value of the U.S. dollar. Fuel prices have climbed to record levels under his watch.
In short, the president has failed miserably. It may be fashionable for some to credit his struggles to terrorism, natural disasters, or anything else they can come up with, but the reality is that Bush has been passive towards the middle and lower classes. This is not a republican failure, as many would have you believe, but rather a failure of one man to give a damn about America, with the exception of his anti-terrorism views.

It is amazing that a person who under any objective measurement, would score above average on an IQ test and still be considered an idiot. It just goes to show how powerful a role the media and personal emotion can play in the perception of the average human being. I would guess that most who would say that he is an "idiot" have some disagreement with his policies rather than some empirical information related to his actual intelligence...

Well, if you look at the polls, generally it's about 65% that disapprove of the job he's doing. It's sort of safe to assume that those people also "think he's an idiot".
Personal opinion: No, he's not an idiot. It's too easy to excuse his actions as an "idiot". He's a drunken religious extremist sociopath.

As much as I joke about it - I doubt it. I don't think he's a Mensa candidate by any measure, and he is a horrible public speaker - but he can probably pick out his own clothes, tie his own shoes, and follow Cheney's instructions pretty well.
