I'm not sure what you mean by sexual liberation and how it is really different from liberation in general? And both sexes have always had limited sexual freedom and we really can't say that most men were allowed sexual liberation.

In classical times Spartan women had a high level of independance and freedom to select their husbands and possibly lovers before marrying. Scythian women may have had high freedom but I don't think that is known for a fact.

Free women were free to have lovers in Celtic and Nordic cultures but the customs varied in different places even inside those cultures and women most likely had clearly understood limits to their sexual freedom. And again so did men.

I read there is or was a lot of sexual freedom for adolescents in Samoan and polynesian cultures in the South Pacific but I don't know the details.

The Mapuche and some smaller indigenous cultures in South America tolerate a high level of sexual freedom for younger people of both sexes but expect a different behaviour in married adults.

Women have more sexual fredom in societes where they have more personal freedom and rights in general. There have probably always been more limits to sexual freedom for women because women could get pregnant. The limits could vary a lot but there still were limits.

It was very stratified by class. In 18th century Western Europe, women in the upper classes of society were permitted a broad range of sexual behaviors, whereas you'd probably find that women in the lower classes were much more constrained. Same goes in the 1920s...many urban women were afforded sexual freedom that was unheard of a few decades later, but only among the upper classes and only in some urban environments.

Roman women, during the height of the Roman empire, were permitted a surprising amount of sexual freedoms, as well.

Cultures or eras that allow women sexual liberation are of those who do not have any morals.
