Hmmm. Strictly in would just be full penile penetration and least once (all the way in, all the way out).
However, I wouldn't personally class it as sex unless it was "completed", if you know what I mean. If no one has an orgasm, then I don't really view it as sex, seeing as the whole biological purpose of sex is to procreate, which is impossible unless at least the man climaxes.

Legally sex is a penis in a vagina. To me sex is oral, anal, or vaginal penitration or oral on anal or vagina/penis.
