It depends on the context. Here are some basic rules I found for you on the Capitol College website.
Bullets are used to emphasize points in a list. Use bullets when the order of the items isn't important.
You can make two types of bulleted lists: single sentence and multiple sentence. In a single-sentence format, bullets are used to emphasize individual items of one long sentence. No additional punctuation is used because each item makes up a complete sentence by itself. Because it's not a complete sentence, the items are lowercase after the bullet. For example:
Applicants to the college must submit
* a $25 application fee
* a completed application form
* a copy of test scores
In a multiple-sentence format, list items are complete sentences, ending with a period and beginning with capitalized word. For example:
The application procedure is as follows:
* All applicants must submit a $25 application fee.
* A completed application form must accompany the fee.
* Applicants must send a copy of their test scores.
You don't always use a colon to introduce a list. In fact, too often the colon is abused and misused. Here's an example:
Before your application is processed, you must
* submit a $25 application fee
* complete an application
* send a copy of test scores

No need to do it. Bullets are considered as markers and has the same effect as the period. If you put both bullet and period, you will be redundant.
Of if you mean that you can put period after the thing that you have put after the bullet point, it is possible if it is in sentence form....conveying a complete idea.

If the bullet points are only phrases, a single word, or an unorganized idea, no.
ex.
*Boys
*Girls
*Young Children
*Pets
If, however, the bullet point is a complete sentence, then yes.
ex.
*He went to the store.
*At the store he bought some bread.
*He paid $2.00 for a loaf of bread.
Sometimes bullet points are used to separate sentences into a list so that people (students, especially) can see each sentence individually.

i think when you use bullet points you usually aren't using complete sentences so you wouldn't use a period to end a fragmented thought. good luck!

Where I work, our standards say we don't do it, so I don't think bullet points should have a punctuation. Also, bullet points should not be used for sentence-long points. If your points are that long, you need to work them into a paragraph.

I would go with the last one, since they are kind of like titles ad therefore should be capitalized, but they're not quite full phrases either.
