Depends on what country the post office is in.

In the USA it is a public building.

I would characterize (or is it characterise?) post offices in England as convenience stores.

Most of the post offices I saw in England did not appear to be public buildings, but privately run stores.

Any building open to the public in ordinary use is considered a public building under the law. If you mean federally owned, that is something else. In Minneapolis, the police refused to remove people (claimed to be druggies and protestutes) from the steps of an apartment because they claimed the building was a public building.
