Although the behaviour is the same, the root cause is different.

With Latins, this is simply a culture clash. In their minds, they actually think they are paying a compliment and can't figure out why she isn't flattered. The Anglo-Saxon concept of respect and the associated behaviour is foreign and abstract to them. They are practising the centuries-old art of flirting, the latin way. If you don't believe me, watch the way latin women respond. It's completely different. Can it be stopped? I don't know. Nor do I believe stopping it is necessarily the right answer, since Anglo-Saxon mating rituals leave a LOT to be desired in my opinion.

With construction workers, they just get easy kicks out of antagonizing women because they are bored. It's like throwing rocks at birds. Although I have known some decent construction workers. It really only takes one in the group. How to stop it? Ignore it. They will find some birds to throw rocks at.

By the way, when you use absolutist speech such as "always" you alienate people, which is detrimental to your own point.

If you simply replace "always" with "very often" you may find you have more success at getting useful answers.

well, i think Mexicans do it because it's culturally acceptable in their country, and is actually seen as a compliment by their women (this is only what i've been told by some mexican friends i've had)... but the small town i grew up in had a large population of migrant mexican workers (sans families) and it totally creeped me out when i was like 10 yrs old they'd make cat calls & comments in spanish (which i was told were concerning female genitalia) when i walked by on my way to get nickel candy from the market. (cat calling & making lewd comments to a CHILD for crying out loud!!!)

they don't do that in the town anymore... but they've sent off for their families so it's not just the men in town any longer... i wonder why that made a difference...?

You're not going to get a very nice reaction when lumping an entire race together.

When authorities actually do something about sexual harassment.. THEN maybe it will be decreased. I doubt it will ever be stopped completely, these sickos will sadly always be with us.
And yes, El Puma, it most certainly is harassment.. And I'm personally sick of this harassment, I don't need creepy guys yelling vulgar things at me.

The fact that many people are accepting of that kind of behavior really makes me sick.. I would even say that those people are as bad as the people who are doing the harassing.

I'll start with construction workers: come on now they're cute, lol. Mexicans: they're dream is and always will be to be with an American women. But in all reality men are men and we all know that most not all think more with the head in their pants then the one on their shoulders. To answer your question: NO, it will never stop. Since men will never stop being born, lol.

To me, whistling or complimenting me on my figure or appearance is not sexual harassment. I think that unless it is something drastic, there is no reason for me to take it so seriously.
Many men are visual, it's perfectly natural for them, as long as they don't step over certain limits of respect, I find nothing wrong with them expressing their interest.

My question to this is... can generalisations and stereotypes ever be stopped?

In general, in my experience with hispanics from all Spanish speaking countries, it is very much part of the culture for men to openly admire women.....not sure about construction workers, but a lot of times I admire them! LOL

You might want to amend your question a little; saying that Mexicans are always harassing women might not be taken very well.

I don't know how the trend of construction workers harassing women got started, but they should be taught not to do it. The women who are harassed by these people know that it means nothing, and they're just hollering at them because they're women.

Oh chill out! the last thing we need is a load more laws about how to act around women it's getting bad enough already. I had a couple of girls shout something at me the other day, maybe I should have phoned the police for such sexist behavior.

It's their culture. Mexican Men, "Latin Lovers" are very flirtatious. Just ignore them.

And besides do you have something against Mexicans?

They were flirting with you and probably meant it as a compliment. Its the way Mexicans are. Deal with it.
