Well.....
Prior to this year
4,973 players had played at least one game in the NHL
938 players had their name engraved on the Stanley Cup (852 skaters, 86 goalies)

So, 938/4973 = 18.86%

Therefore, prior to the beginning of the 2007-2008 season, 18.86% of all players who had played in the National Hockey League had their names engraved on the Stanley Cup

The Stanley Cup can only be won by NHL hockey teams that have NHL players...so I guess all of the winning teams players have won it.

As of the 96-97 season, it was 3.7%

Annually, it's about 3%, but as teams win, players revolve, teams win multiple times, etc...it stays around that number.

Since the lockout, 88 players have their names on the Cup, while 1198 players have played in the league or 7.3%

I'd guess about 20%. 1 out of 30 every year, avg career lasts about 6 years so probably around 20 %. Just a guess. Maybe a bit less when considering multiple winners.
