Do you now or have you ever worked for a company so big, that nobody seemed to be doing anything...?

and hardly anybody from "upstairs" ever came around and if they did, had no idea what was going on?

I have been there. lol It seemed like nobody did anything, nobody knew anything and the ones upstairs never had a clue to what was happening with any of us. It was not an easy way to accomplish things.
My first day, I just did what I thought I was supposed to do and nobody ever said if that was right or wrong. lol

Sounds like you're talking about the U.S. government and state highway workers, and I use "workers" lightly!
