why cant a sex cell produce a new organism by itself

LOL. This is a totally bad question. In some species, it can, and does, and results in a haploid organism.

Your teacher probably wants you to say that,

a) The sex cell (gamete) is haploid, and thus generally cannot produce an organism, by dint of missing half its genome.
b) Cells need a source of matter and energy for growth, and sex cells are generally underequipped for obtaining these, by themselves.

The male sex cell (sperm) has only 1/2 the chromosome and needs to meet up with the egg for the other 1/2 from the mother.

The egg does have a full set of 46 chromosomes, but only 1/2 are activated when it gobbles up a sperm cell.

because each gamete only has 23 chromosones. and a new orginisnm need 46. 23 from mum and 23 from dad.

Actually, I think they do. I believe it's called cloning and there is a famous case of a virgin shark and kimono dragon birth.
