We could do it right now, if we had the funding for it.
We've had the technology since the Apollo era, but we ran out of two very specific (and impotant) things...

Man has already landed on the moon, but the plans for the Saturn V rocket were destroyed by proponents of the Space Shuttle. Right now, a concerted effort could probably put man back on the moon by 2012, but it will more likely be 2015 or 2020 at the earliest before anyone returns.

There is quite a bit to be learned from landing on the moon, but most of the basic science was done by the Apollo program back in the 1960's and early 1970's. There isn't much that can't be done for a fraction of the price and a fraction of the risk using robots and other probes.

Edit - Excuse me, I misread that as landing on the Moon. It would probably be 20 years at the earliest before man could set foot on Mars, maybe by 2020 with enough funding and interest.

If this question is theoritical, the U.S. has the technology to a man on Mars right now. When is an answer that NASA has to decide and answer.

landing someone on Mars is not the problem, it's getting them back. the first manned expedition may well be a suicide mission.

With sufficient funding being available tomorrow? In about 20 years.

But you can bet your house on it that there won't be sufficient funding. Not tomorrow and not the day after.

It COULD have been done years ago if we wanted to spent the time and money to make it happen. When it will happen is up to us. Basically it can be done whenever we decide to spend what it takes to do it.

The sooner the better. Then send them all there so we can see how long it takes them to mess-up another planet.
