Because it's not that easy. AVI is converted into MPEG, then an authoring program is needed to repack the MPEG into VOBs and BUFs and whatnots. Look into DVDStyler if you've created the MPEG2's already, and have the separate soundtracks.

You need to burn it onto a DVD-R (if you want to play it as a movie). You should be able to move it, but then its just a file on a DVD-R disc (and a DVd player wouldn't know what it is). Also you have to make sure it can fit on the DVD.
