All you need to do is setup windows file sharing on your desktop and share that external drive. I would also recommend setting up username/passworded user accounts to control access to who can access what folders on the drive.

A more expensive option is to buy an Apple AirPort or similar device that handles the sharing for you.

Running a W2000 system. My server has a USB HD. I can see it right now....From the Docked and WiFi laptops...

If you have the HDD shared and you have connectivity to the PC you certainly can use it.
