The December test date is the last one the UCs will accept. You also need at least a 3.0 or above if you are in-state applicant or receive at least, on average, 700 or above on all sections of the SAT Reasoning and Subject tests (by the end of December) to be eligible to apply.

I'm sorry, but you are ineligible to apply for the UC system. UC admissions requirements state that California resident applicants must have at least a 3.0 GPA, and out-of-state applicants must have a 3.4 GPA.

This is stated in the first paragraph this webpage http://www.universityofcalifornia.edu/admissions/undergrad_adm/paths_to_adm/freshman/scholarship_reqs.html

Even people meeting the minimum GPA requirements are still applying against people with GPAs above 4.0.

You are still eligible to apply to the CSU system. You will need to submit a SAT or ACT score, though. For more aobut that, check out the eligibility index on the CSU Mentor page http://www.csumentor.edu/planning/high_school/cal_residents.asp
